Personalised Adaptive Learning (PAL) at Scale in Haryana’s e-Adhigam Programme
Bridging learning gaps requires more than providing digital devices – it requires giving every learner access to learning experiences that respond to their individual needs. With this vision, the School Education Department, Government of Haryana launched e-Adhigam (Advanced Digital Haryana Initiative of Government with Adaptive Module), a statewide initiative that provides Samsung tablets with pre-installed Personalised Adaptive Learning (PAL) to students in Classes 10, 11 and 12.
Following a transparent tendering and evaluation process, the Department partnered with three PAL solution providers. As a Haryana-based edtech organisation, iDream Education was selected to implement iPrep PAL for five subjects, working alongside the Department to support personalised learning for government school students across the state.
The implementation focused on ensuring that every tablet became a meaningful learning tool rather than simply a digital device. Through iPrep PAL, students could access curriculum-aligned videos, adaptive assessments, diagnostic tests, digital books, practice questions, DIKSHA resources and simulations. Whether in the classroom or at home, learners could revisit concepts, practise independently and follow learning pathways aligned to their individual needs, while teachers could monitor their progress through dedicated dashboards.
Rolling out a programme at this scale required careful planning and close collaboration with education officials, district teams and schools. Tablets were distributed to students at the beginning of the academic year and integrated into regular classroom teaching. Schools also received implementation guidelines covering device management, student access and ways to incorporate tablet-based learning into everyday teaching and revision.
Preparing teachers was central to the implementation.
Orientation sessions introduced them to the platform’s adaptive learning features, diagnostic assessments, student progress reports and classroom dashboards. The focus was not only on using the technology, but on helping teachers understand how learner data could support classroom planning, identify learning gaps and provide timely support to students. Throughout the implementation, continuous handholding and coordination ensured that teachers had the support they needed as they integrated digital learning into their existing classroom practices.
As implementation progressed, schools gradually established routines around tablet-based learning. Teachers regularly reviewed student participation and progress through the dashboards, while students engaged with personalised learning pathways based on their diagnostic assessments. Regular coordination between implementation teams, school leaders and education officials helped address operational challenges and supported consistent adoption across districts.
A key strength of the programme was its continuous monitoring framework. Student engagement, assessment performance and platform usage were tracked through central dashboards, enabling teachers, school leaders and education administrators to monitor implementation and identify where additional support was needed. This ensured that the programme remained responsive throughout the academic year.
The implementation also reflected encouraging learning outcomes.
During the academic year from July 2023 to June 2024, students using iPrep PAL under the e-Adhigam initiative improved their average scores from 35.6% in the diagnostic assessment to 73.6% in the final assessment—an average improvement of 38 percentage points. Alongside these outcomes, teachers became increasingly confident in using learning data to support students, while schools established regular practices for integrating personalised digital learning into classroom teaching and home-based revision.
As the programme continues, the focus remains on strengthening classroom integration, supporting teachers through ongoing capacity building and refining implementation based on observations from schools. The experience of e-Adhigam demonstrates how government leadership, school participation and thoughtfully implemented technology can work together to make personalised learning a practical part of everyday classroom experiences.
