Ministry of Education Increases Financial Assistance for Teacher Tablets with Preloaded Content Under SSA
In a major step towards strengthening digital education in government schools, the Central Government has increased financial assistance for tablets preloaded with educational content given to primary school teachers as per ICT scheme under Samagra Shiksha Abhiyan (SSA). The revised support now stands at ₹18,000 per tablet, up from ₹10,000.
Key Reasons for Increasing the Financial Assistance for Teacher Tablets
It had been observed that the earlier financial assistance of Rs. 10,000/- was insufficient to meet market rates for durable and high-performing tablets preloaded with digital content and educational resources for use in classrooms. This limitation often resulted in the procurement of low-specification devices and removing digital content for teacher resource package from the scope. This led to low learning use of these tablets, and also hindered teachers’ ability to effectively integrate digital tools into their classrooms. By increasing the financial support as per market prices, the Ministry of Education, Govt of India aims to ensure that states provide their primary school teachers with best quality, reliable tablets preloaded with rich and comprehensive digital content and resources for teaching learning in line with the revised curriculum as per NCF 2022.
With enhanced budgets, the tablets can be equipped with the necessary specifications to support educational content, teaching learning resources, manage student learning, and efficiently perform a multitude of teaching-related tasks effectively.
Eligibility for Enhanced Assistance in Procuring Teacher Tablets with Preloaded Content
- The enhanced financial assistance of ₹18,000 per tablet under Samagra Shiksha will be available only to primary school teachers who have not yet been sanctioned tablets.
- This revision will be effective from Project Approval Board (PAB) 2025-26.

Due to the budgetary constraints, no state education department was able to procure good quality tablets, and therefore the reliable quality brands could not be procured. In the earlier budgets, very basic hardware specifications could be included for the tablets and many important features were missed, while now with the revised budgets, best of industry standard tablet hardware specifications and latest features can be included which shall serve all the teaching learning needs of our primary school teachers for upto 3-5 years of usage.
Preloaded Digital Content & Teaching Learning Resources
Due to budget constraints, many state education departments used to procure only hardware with no digital content preloaded, and those blank tablets were of very less or no use to the teachers in their teaching learning processes. Now, with the increased budgets, state education departments shall be able to ensure that rich and comprehensive digital content as per NEP and NCF 2022 for early learning up to 5th can be preloaded on the tablets including animated video lessons, worksheets, quizzes, activities, puzzles and other teaching learning resources so that the primary teachers can integrate digital learning in their classrooms.
Include MDM and Offline LMS for Security and Usage Monitoring
Security, Device Management and monitoring are also important aspects in genuine usage and ensuring that the expected outcomes are achieved. Although a challenge in earlier budgets, now the states shall be able to properly include MDM and an offline LMS application which can seamlessly integrate and deliver all types of teaching learning content/resources, and also record all usage data offline on every tablet. The learning usage data of the tablets can sync to reporting dashboards which can be used for ongoing monitoring of the benefits the project derives. These dashboards can also integrate to the state’s Vidya Sameeksha Kendra in the future.
Integrated Teacher Training and ongoing 3 year support
It is extremely important to include detailed and practical training for our government school teachers to best use these preloaded tablets for their teaching learning methodologies. Although previously neglected, increased budgets will now allow states to invest in teacher training. They can allocate funds for detailed training programs and ongoing support. This will help teachers effectively use tablets with preloaded content and resources provided in the Teacher Resource Package.
With these expected improvements, we strongly believe that the budget revision for teacher tablets will bring significant transformation. It will enhance the quality, usage, and teaching-learning value of this scheme. Ultimately, it will empower primary school teachers with a highly effective and resourceful tablet under the Learning Recovery Package.
